Resumen

El objetivo de este estudio era identificar las barreras estructurales que impedían el funcionamiento eficaz del sistema de ayudas estatales en Albania en el contexto de los procesos de integración europea. Los resultados del estudio revelaron transformaciones sustanciales en el sistema de ayudas estatales de Albania entre 2020 y 2023. Un análisis comparativo con las prácticas de la Unión Europea reveló discrepancias considerables, especialmente en materia de transparencia, eficacia de la supervisión, diversificación de los instrumentos de apoyo e independencia institucional de las autoridades reguladoras. Un análisis crítico de las decisiones de la Comisión de Ayudas Estatales de Albania puso de manifiesto un nivel insuficiente de evaluación del impacto sobre la competencia, la falta de criterios de selección claros y la limitación de los mecanismos de supervisión. La importancia práctica del estudio radicaba en la posibilidad de que las instituciones estatales albanesas utilizaran sus resultados para reformar el sistema de ayudas estatales, que los expertos europeos los utilizaran para elaborar recomendaciones sobre la armonización legislativa y que los académicos y analistas los utilizaran para seguir investigando la transformación de los sistemas económicos en los países candidatos a la adhesión a la UE.
