Abstract
This book presents a critical reflection on the government of Eleazar López Contreras between 1936 and 1941, highlighting the contrast between the idealism of the February Plan and its executive reality. It provides a key primary source for historiographical analysis, showing how reforms were formulated and implemented in the context of the post-Gómez transition. Although not all initial promises were fulfilled, his administration drove advances in education, health, and labor legislation, laying the groundwork for the modernization of the Venezuelan state. This is essential reading for understanding the political evolution of the country.
